Is the vehicle owner entitled to be compensated for all needed repairs/procedures needed to properly repair his vehicle even though he may be cashing out?

Every week brings something else to the fore front. I've had calls from different areas of the country from shops citing incidents where the adjuster wants to see or get a copy of other companies estimates to prove what that company is payinng the shop.
