Is the vehicle owner entitled to be compensated for all needed repairs/procedures needed to properly repair his vehicle even though he may be cashing out?

Is Feather, Prime and Block a needed procedure or is it just pie in the sky? We all know the body technician has to block to see if his work is good so why do we need more? Is the repair industry just being greedy? Can’t you paint over 150-180 sanding marks?
