MA shops prohibited from writing estimates

MA shops prohibited from
writing damage estimates
Well, according to Liberty Mutual that is.
Not so according to Massachusetts regulations.

*In some states, like Massachusetts, state regulations do not permit a shop to estimate the damages to your vehicle.

Hard to believe, but read it for yourself here:
Liberty Mutual

We haven't been able to locate the exact regulation they are referencing, but we did find this one:

CMR 212, 2.04: (1) (b) Repair Shop Appraisal. All repair shops shall maintain one or more licensed appraisers in their employment for the purpose of preparing motor vehicle damage appraisals.

So what's up with that? Liberty Mutual's statement certainly contradicts the regulation we found.

Could it be the result of an ineffective Auto Damage Appraisers Licensing Board? Or business as usual here in Massachusetts?
